Independent Living vs. 55+ Apartments

Both are unlicensed and age-restricted. The real difference is services: dining, activities and light support versus just an age minimum.

HomeComparisonsIndependent Living vs. 55+ Apartments
Short answer

Independent living communities and age-restricted 55-plus apartments are both unlicensed housing in Ohio, since neither provides personal care. The difference is services: independent living typically bundles dining, housekeeping, transportation and an activities calendar into the rent, while a 55-plus apartment complex is usually just age-restricted housing with standard apartment amenities.

What independent living adds

  • Prepared meals, typically in a shared dining room.
  • Housekeeping and often linen service.
  • Scheduled transportation to appointments and errands.
  • An organized activities and social calendar built specifically for older residents.

What a 55-plus apartment offers instead

Generally just the age restriction itself, standard apartment maintenance, and sometimes a clubhouse or fitness room. Monthly cost is usually lower than independent living precisely because the service layer is not included. For a fully independent older adult who cooks, drives, and wants neighbors roughly their own age without paying for services they do not need, a 55-plus apartment can be the more cost-effective choice.

Neither option is licensed as a care facility in Ohio, and neither has an ODH inspection record, because neither provides personal care.

Questions Cleveland families ask

Does Ohio Medicaid pay for room and board in assisted living?

No. The Assisted Living Waiver pays only for personal care and supportive services delivered by the facility's staff; room and board is the resident's own responsibility, capped at the SSI federal benefit rate minus a $50 personal needs allowance. This is true across Ohio's long-term care Medicaid programs: PASSPORT and MyCare Ohio also do not cover room and board in any residential setting.

How much does assisted living cost in Ohio in 2025?

According to the 2025 CareScout Cost of Care Survey, the Ohio statewide median for an assisted living community is $6,103 a month ($73,230 a year), close to the 2025 national median of $6,200 a month. CareScout does not publish a separate Cleveland or Cuyahoga County figure, so this is a statewide median, not a local one.

What does a nursing home cost in Ohio, semi-private versus private room?

The 2025 CareScout Cost of Care Survey puts Ohio's statewide median nursing home cost at $9,186 a month ($302 a day) for a semi-private room and $10,389 a month ($342 a day) for a private room. Both figures run slightly below the 2025 national medians of $9,581 and $10,798 a month, respectively.

Why can't I find a Cleveland-specific or Cuyahoga County cost figure for senior care?

No primary source, including CareScout's annual survey, publishes a Cleveland- or Cuyahoga County-specific cost figure; the published data is limited to national and state-level medians. Cleveland-area pricing likely varies significantly by neighborhood, with the East Side inner suburbs and Lake County generally commanding higher rates than more rural parts of Geauga, Medina, or Portage counties.
